CPC plenum: Deliberation and adoption of recommendations key outcome
The most important outcome of the fourth plenary session of the 20th Central Committee of the Communist Party of China, which concluded on Thursday, was the deliberation and adoption of the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for Economic and Social Development, according to a senior Party official on Friday.
Speaking at a news conference in Beijing, Jiang Jinquan, director of the Policy Research Office of the CPC Central Committee, said the recommendations consist of 15 sections and 61 articles, divided into three main parts.
According to Jiang, the first part provides an overview, the second details the strategic tasks and key measures across different sectors during the 15th Five-Year Plan period (2026-30), and the third part focuses on upholding and strengthening the centralized and unified leadership of the CPC Central Committee, as well as advancing socialist democracy and the rule of law.
Jiang said that a dedicated online portal, which opened for one month from May to June to solicit public suggestions, received over 3.1 million submissions.
After the draft recommendations were completed, the CPC Central Committee distributed it on Aug 4 to all localities and government departments as well as relevant organizations to seek their feedback.
A total of 2,112 suggestions for revision were collected and the drafting team adopted 452 of them, with an adoption rate of 21.4 percent, Jiang said.
During the plenum, Jiang said, participants engaged in enthusiastic discussions and gave the document high recognition.
“They widely agreed that the recommendations represent another major programmatic document in the history of the Party, with well-defined guiding principles, clear development goals, and practical, action-oriented measures,” he said.
They described it as a comprehensive mobilization and strategic blueprint to build on China’s momentum and further advance Chinese modernization and believed that it will have a profound and far-reaching impact on the future development of the Party and the nation, Jiang said.
